Information Communication Technology Strategic Plan
Based on Information Communication Technology (ICT) strategic plans of University of Wollongong , Ian Graham, Department of Immigration and Citizenship of Australian Government and NSW Health, I have gained plenty of interesting characteristics and strategic plans’ styles. With references to those sources, my ICT strategic plans are divided into 7 major parts which are showed as follows:
S 1. Situation Analysis
From University of Wollongong ’s ICT strategic plan, I discovered that explanation about the current position of the organization because mentioning the current position of the company can help us foresee the future trends of technology that can be adopted to use in our company.
2 2. Future Analysis: Forecasting and Scenarios
Key Challenges are very helpful in thinking about what ought to happen in the future. The situations which have been predicted in advance help our organization have a good preparation for any changes and can provide some solutions beforehand. Here are some examples I have extracted from NSW Health’s ICT strategic plan.
- Increase in demand for services
- Staff shortages in some areas
- Higher expectations from customers due to becoming more informed
-Effects from communication, policies and procedures, knowledge, skills and competence issues
- Constraints in funding à Priority determination and project scheduling
3 3. Strategic Options
Strategic Response to Key Challenges are also shown in NSW Health‘s strategic plan. As we have analyzed the key challenges, it is a compulsory that we should suggest some strategies that can handle with those key challenges.
4 4. Strategic Choices
In order to lead staff and owners understand thoroughly about technology employed in the company, I think it is necessary that we build up the best practices following to Ian Graham’s ICT strategic plan. Some of his practices which are listed below can be adapted to our own plan.
Whenever the organization employs new technology, we should also consider about the “Opportunity Costs and Benefits” as can be seen from Ian Graham’s ICT strategic plan because it can help we make a right decision whether we should invest in the new technology; for example, if the benefits exceed the costs, we should hired it.
5 5. Strategic Direction
Goals and strategies’ establishment remains imperative for the organization. From University of Wollongong ’s ICT strategic plan, this part is illustrated in the form of table which can easily read and understand. The table contains three columns which are an objective column, a strategy column and a performance indicator column. This clearly specifies what aims do the company want to achieve and how can we get there. Also, this provides the indicators employed to measure the efficiency and effectiveness of each strategy in order to reach the company’s goals.
6. Implementation:
Department of Immigration and Citizenship of Australian Government’s ICT plan contains some attractive ideas which can be used in our company. Due to the fact that the implementation facilitates our company in such important aspects as human resources management, procurement management, client’s satisfaction management, financial management and so on. These activities are all related to the information technology, so, in my own view, they need to be included in our plan.
7 7. Control and Feedback
In Key actions and measures’ procedures, I think the Department of Immigration and Citizenship of Australian Government’s should be adopted. It includes imperative factors as follows:
- Major priorities
- Key actions
- Due dates
- Responsibility
This part is not only help we assess our company’s performance, but also help us find the weaknesses and can improve or perform d\some solution on the problems we find out.
Your ICT strategic plan is very good, deep in detail, but you shold addd some part into your plan in order to more achieve.
ตอบลบ1. You should add Internal and External analysis in your situation analysis, it will more interesting and useful.
I suggest you to check in The ICT plan of NSW health, it will give you the information of Internal analysis, for External , you can see in the ICT plan of Department of immigration and citizenship of Australian Government.
2. The mission statement is very important for all compnay. I suggest you to find the information from ICT plan of university of Wollongong for Vision. For Missionn, ICT plan of Department of immigration and citizenship of Australia, it will be advantage for you ICT plan.
3. In your Control and Feedback stage, it is interesting.But i think it will more achieve, if you select this stage from ICT plan of NSW health department because of it easy to read and understand. And it will more easy when you add input in this stage because of there are just 3 stages and each stage are cover all criteria that useful for the company.
As Khun Pinai first mentioned that your ICT strategic plan was very clear and helpful, I agree with him. It came with complete steps as Buhalis (2003) suggested

It was very impressed me. However, I also agreed with Khun Pinai that you should have some vision and mission in your step before started your “Situation Analysis”. As Quinn et al. (2007) suggested that we should have vision and mission before we can establish our plan or long-term strategic. Then you can come up with Situation Analysis. It would be more effective plan.
Moreover, if your company took more focus on the budgeting like my company did, I would suggest you to draw detail budgeting in your plan (Buhalis 2003). It would equip you a wide picture about how much you have to pay for and how many outcomes you would get.
Although Ian Graham’s ICT strategic plan is considered as a useful plan in your company, the “Strategic Choice” would not be beneficial in my company. Due to my company has a lot of staffs and high turnover rate, It would waste time and money to build up them the best practices. I prefer to arrange some of them to be practice with the new technology which could also help my company to use that new technology longer.
I get more information about ICT strategic plan, so if you are not mind, i would like to suggest you for some viewpoint.
ตอบลบI suggest you to add Tactical planning in your ICT plan, Buhalis(2003) said that Tactical planning is measurable strategic objective and accountable department, so it will be useful information in your ICT plan
The good example of tactical plan is key program of work, base on ICT strategic plan of NSW health department. It will give you the information about Business information strategy, I think if you add this strategy in your ICT plan, it will more interesting.
In yor situation analysis, Johnson and Scholes(1999) mention about Market growth share matrix, it will help you to more understand you company. It describe about market share, it seperated into 4 type:
1. Question mark
2. Star
3. Cash cow
4. Dog
This model is very popular in the real business so I think it will be benefit for you.
In my opinion, Your ICT plan is excellent, but I think it is not suitable for some company because of a lot of informaion in process. Your ICT plan is appropriate with the big compnay or the company that have a lot of staffs, it will lead the staff in the same direction. How about SME in Thailand, Should they do the researh befor start their business, how about budget, there are not R&D department so how can they get the information in deep.
I do think your ICT plan is wonderful. The major stages during the process of running a business are included in this plan, from the preparation to the implementation, to feedback. Of course, there are also some details and beforehand predictions. Such as the “Key Challenges” and “Strategic Response to Key Challenges”, etc.
ตอบลบBut also, I think what Pinai said was very correct. Including some internal and external environment analysis would make your ICT plan more practical. Because you just mentioned “Situation Analysis”, which was mostly focus on the internal environment of the organization. But to fun a business successfully, you can not ignore the external environment. The external environment is either beneficial to improve the development of a business, or harmful to decrease the productivity of a organization. So you should think over both these two sides carefully in order to run business succeed.
As what you suggested in my plan, the SWOT analysis would be very helpful. It can provide us a comprehensive understanding the current situation and the situation in the future.
Phobphison’s comment recall me some information. Walker (2006) declared these staff who do not last a very long time in the same department as the turnover rate is rather high, it is imperative to encourage those new employees to work with the same efficient rate as quickly as possible. So I agree with Phobphison that adopting new technology would be a useful measure.

ตอบลบI really like Khun Pinai’s comment that mentioned about Market Growth Share Matrix (Johnson and Scholes 1999). It reminds me to realize how good it is. I think it will increase your efficient ICT strategic plan if you add it in.
ตอบลบI also agree with him that your plan might be suit for huge companies. Although you have a very beautiful and accurate plan, it is not proper for every company. In my company, there are only 10 staffs. It is not necessary to consider in every step of your plan even though I really like it.
By the way, I would like to elucidate my point about the first comment to you and Ms. Xieqiong. I apologize if I make confusion. I mean The “Strategic Choice” that Ms. Chanchotsatian included in her plan is not suitable for my company because, in my company, there are high turn-over rate of staffs. It will waste time and money to provide them all the best practices; however, I will send some of them to be trained with to use my new technology. I believe that this way will also allow me to use that new technology longer than let everyone use it.
However, I agree with Ms. Xieqiong that adopting new technology would be a useful measure. As Australia Government; Department of Immigration and Citizenship (2009) mentioned that providing reliable tools to staffs can bring back to efficiently, effectively and confidently perform their job.

ตอบลบ1) It is out of questions that all you guys suggested me to add mission and vision into my ICT strategic plan because mission and vision are as the direction of the company to help it go on dynamically. In other words, without mission and vision, all staff will not know goals to achieve and actions to be performed.
2) SWOT Analysis and internal and external environment analysis should be essentially taken into consideration. But, for me, I prefer adopting SWOT analysis to our plan because it delicately tells both internal and external analysis on our company. It shows the strengths and weaknesses which are the internal factors and other than that, SWOT also shows the external concerns which are opportunities to gain more benefits and foresee the threats that can hamper our company’s progress.
3) Thanks to Mr.Phobphison’s comment on budgeting part, this reminded me to include this important part to my ICT plan. Budget is very imperative to our company to allocate income in any projects. So this should be seriously included into our plan.
4) As Mr.Pinai reminded me that our company is not so big, so I still insist in using the Department of Immigration and Citizenship of Australian Government’s control and feedback part as a guideline because this pattern is very easy to understand and not too complicated to adopt into our plan. I personally think that it is more suitable to our company than NSW Health‘s control and feedback part.
5) For Marketing growth share mix, I personally think that it can be included in one part of strategic choices.
6) Business information strategy section in NSW health’s ICT plan that Mr. Pinai has mentioned is like the strategies’ establishment of University of Wollongong’s ICT strategic plan. So both of it can be mixed up and set as the tactical plan of our company
Both Pinai and Phobphison mentioned whether the ITC plan was suitable to the organization or not. I agree both of them. Because making out the suitable one is the key also is the basis to go further. We can not learn from other organization’s ICT plan blindly. Different organization has different foundation and background. The most appropriate one is the most excellent one.
ตอบลบAdditionally, with the development of science and technology, new machine and new skill provide us more convenient way to achieve our goals. If the space and capital are permitting, new technology can be introduced to bring efficiency, effectiveness and confidence to both organization and staff.
