Stage 2: ICT Strategic Plan

Our company is in service business. We created ICT strategic plan in order to achieve the company‘s vision, And our ICT strategic plan base on 3 sources:

1. Department of Immigration and Citizenship of Australia
2. University of Wollongong
3. NSW health department
Our companies ICT strategic plan are separated in to 5 stages are as follow:

1. Mission statement
- Vision ( Base on ICT strategic plan of University of Wollongong )
Beech J (2006) mentions that “Vision or aspect of where the company is, could be, or want to be”. So Our company create the vision in order to be the way for all staff to work in the same direction. The information of this research is very useful to our staffs.

- Mission ( Base on ICT strategic plan of Department of Immigration and Citizenship of Australia)
This stage will be the idea of the company because the information is very clear and easy to understand . There are some important informations for example: The company have to ensure that our clients have access to the service when and where they are required.

2. Stategic direction
- Goal and strategies ( Base on ICT strategic plan of University of Wollongong )
There are sepereted in to 3 parts, And each part is very important to be the road map for our company
There are 3 parts are as follow:
1. Objective
2. Strategy
3. Performance Indicators
All parts are link together. It will be guide line for all staff‘s task in order to achieve the company vision and mission.

3. Tactical planning
- Key program of work ( Base on ICT strategic plan of NSW health department )
This is the critical part of our company. And ICT strategic plan of NSM health department is identify to many strategy, each strategy is provide the benefit to company, I selected the best informationn strategy that suitable for our company.
There are some critical programs that appropriate with our company:
- Business information strategy
- Infrastructure strategy

4. Control and feedback
- Measurement of benefit ( Base on ICT strategic plan of NSW health department )
This strategy is seperated in to 3 parts, each part be the advantage for the company. It easy to read and understand so I selected this to be the measurment's device to check the action plan of our company.
There are a model that can apply for our company, It said about:
- Level of customer
- Benefit type
- Benefit

5. Incorporate feedback and reaction mechanisms
- Review and improvement ( Base on ICT strategic plan of University of Wollongong )
This information is suitable for all company, especially in our company, and it sepereted in to 3 parts so it easy for staff to check it.
This stage is the last stage . There are 3 parts that appropriate with our company :
- Review
- Recommendation
- Progress

  1. (1) According to Finch (2010, p.134), the mission statement should be concise and easy to understand. The objectives should also be narrowed and specific. Finch (2010, p.135) also stated that planning is about staff’s activities and their changing behaviours, so the plan should firstly start with the company’s vision which is related to people within the organization. Then the vision is connoted and translated into aims and actions to be followed by staff in the company in order that they perform those activities in the same direction.

    (2) I totally agree with you in Goals and strategies of University of Wollongong because of its easy-to-read style. As you see, it shows the goals and strategies in the table form which is separated into three columns which are an objective column, a strategy column and a performance indicator column. I personally think that setting the clear and concise goals. Time-Management-Guide (n.d.) demonstrated that the effective goal setting consisted of five elements called SMART. SMART goals represent the ideal characteristics that should be specific, measurable, attainable, rewarding and timely.

    (3) I do not think we should include the tactical planning to our ICT plan because the detail of this unit is quite similar to Strategic Direction of University of Wollongong you have mentioned in your article. And I prefer the version of University of Wollongong due to its easy-to-read style and clear structure.

    (4) I think your control and feedback part from NSW Health‘s strategic plan and incorporate feedback and reaction mechanisms part from University of Wollongong’s ICT strategic plan can be combined into one section in the ICT strategic plan because of their detail’s similarity. This stage aims at observing the changes in the company’s external environment, along with developing the implementation process the company employed (Buhalis, 2003, p.49). So, I absolutely agree with adding this section into our ICT strategic plan so that we can focus on the feedback and do re-structure the implementation to improve our performance.
    Following the Department of Trade and Industry (2010, p.1), monitoring the outcomes of company’s performance is a necessary stage because the reviewing the performance let us know the strengths and weaknesses the organization committed during the plan and the measurement is also useful in product qualities and procedures’ improvement. Department of Trade and Industry (2010, p.1) also proposed that the major reasons why we have to set up the assessment are to be confident that our performance done really meets the customers’ needs, to ensure that the objectives are set with benefits to customers as well, to standardize all activities within the company in order to gain the ease in measurement, to provide the concrete evidence that can be easily seen and understand and, lastly, to mention the problems occurs in the implementation and can provide feedback to react to those problems.

    (5) Actually, your plan is great but I would suggest that you consider more in the unexpected situations and problems that have a chance to happen in the near future. Your plan, therefore, should be added more the topic of Future Analysis: Forecasting and Scenarios in order to see the possible situations that might be happened so that the company prepare the plan to solve those problems beforehand.

  2. After I read your ICT strategic plan, I was surprised that your ICT strategic plan was quite similar to my company; nonetheless, it came up with the different name and title. The context inside is not too much distinct. We started with the vision and mission then strategic direction. It allowed me to assume that we were in the right direction. Moreover, your fifth step was not in my strategic plan, I realized that it was a very helpful one. As you mentioned that it suitable for all company and easy for staffs to check them;
    - Review
    - Recommendation
    - Progress
    The performance measurement of my ICT strategic plan will useless if my company lacks of “Incorporate feedback and reaction mechanisms” as you mentioned in your plan.
    Although all of them seemed to be beneficial for my company, Ms. Chanchotsatian also opened my perspective with her comment. I definitely agree with her that you should have to consider about the expected and unexpected situation of problem that might be occur. She suggested you to add “Future Analysis” in your plan; however, I suggested you to add “Strategic Response to Key Challenges”(NSW Health’s strategic plan ) which is the one that I have in my company. It provide to way to handle with possible situation and also the preparation to solute them. Both strategic plans talked about the same things but different ways.

  3. I think your plan is very beneficial to me, which give me several ideas about my own plan.

    1. You all mentioned the ICT plan of University of Wollongong. Obviously, it provided us a
    clear view on the goals and strategies. These two items were displayed by a form, the layout of it make us can understand easily. And also, the form gave us some particular measures about how to achieve the objectives. The objectives were the tasks, the strategies were the measures on how to complete. Also, particular performance indicators were listed in the form. This was a concise way to let all staff know the goals and strategies of the organization.

    2. In the meantime, your plan gave me a good guide on the part of “control and feedback”. This part didn’t be included in my plan. But after your explain and analysis, I aware that through this step, we can check definitely whether we have achieved the organization’s goal or not by assessing against tasks.

    3. As what was suggested by Rangsiya Chanchotsatian in my ICT plan, we should attach importance to the SWOT analysis. I should acknowledge your plan was very great, vision and mission were included at the beginning of the plan. But I don’t think that is enough, now the world situation and political climate is keeping change all the time. You should analyze the SWOT carefully, and the internal and external environment as well. Because to run a business successfully, you can not just focus on the direction within the organization.

    4. For the part of tactical planning, I think you can keep it. Although it is similar to the strategic direction, I think it point out clearly what department is the accountable department for a specific task. Specific division of work can improve the efficiency and productivity.

    5. As what was mentioned by both Rangsiya Chanchotsatian and Phobphison, I strongly agree with both of them. Preparing in advance can prevent us from crying over spilled milk. Bothe “ Future Analysis” and “ Strategic Response to Key Challenges” are would be beneficial for the long-term development.

  4. First of all, I would to say thank you for your all comment. I would like to explain my idea for your comment.

    To Ms.Rangsiya.
    Your idea is great but i disagree some viewpoint:
    - You suggest me to remove tactical planning from my ICT plan because of it similar with strategic direction . I think it look quite similar but it totally different in detail. University of Wollongong is useful for the company, it give many information that important for example: Business information strategy.

    To Mr.Phobphison
    - I agree with you that I should seperated Control and feedback stage and Incorporate feedback stage, so it mean we disagree Mr.Rangsiya comment, She said we should serperted it,But i think it totally differnt in technique and activities (Buhalis, 2003)
    = You suggest me to add Strategic respone to key challege because of it similar with future analysis. I think it absolutely different, Strategic response to key challege should be in Strategic options.

    I combine my idea and your comment, I will add Future analysis stage in my ICT plan, because it will useful for my company.

After I read them many times, I can figure out that Ms. Chanchotsatian suggested you to combine your part fourth and fifth together which are “Control and Feedback” and “Incorporate feedback and reaction mechanisms” . As Buhalis (2003) mentioned that there are four steps of Strategic management process and tools as below;
    - Where are we now?
    - Where do we want to go?
    - How do we get there?
    - How do we know we get there?
    Your fourth and fifth parts seem to be in the last step of Buhalis “How do we know we get there?”, so she suggested you to combine them together.
    However, in case of you prefer to apply your ICT strategic plan with NSW Health Department and Wollongong University in meaning of “Measurement of Benefit” and “Review and Improvement”, it is totally different as you said.
    I suggest you to apply them. Whatever where your sources come from, it is not important. You need to focus on are their suit with your company?

Phobhison, I would like to say thank you for your kind enxplainantion in my recommendation to Pinai in the matter of control and feedback part, I still insist that both two parts can be combined as both of their purpose is to measure the effectiveness of comapny's performance along the strategic plan.

  7. Pinai, I insist and agree with you to retain the tactical planning. Comparing with the strategic direction, this part assign task more detailed. When something unexpected happened, we can find the accountable department quickly without anxiety, which also will increase our efficiency of the work in the next step.
