Based on the ICT (Information Communication Technology) plans of University of Wollongong, Ian Graham, Department of Immigration and Citizenship of Australian Government and NSW Health, and according to the Strategic management processes and tools, my ICT plan is as following:
1. Internal analysis
To develop effectively, we should get a specific understanding of our organization including both advantages and disadvantages. The information in the ICT plan of NSW Health would be beneficial to our organization. Because this aspect consists of staff, quality standard, safety standard and many other factors also.
2. External analysis
External environment is also important to run a business. As what was said in the ICT plan of Department of Immigration and Citizenship of Australian Government: we are working in a dynamic and complex global environment. So we need a considerate analysis including our competitors, customers’ needs, the government’s decisions and policies, etc, to guarantee the long-term development of our organization.
3. Mission statement
Through the mission of an organization, we can understand clearly and deeply what we want to achieve, which is the basis of establishing strategic plan. Learning from the ICT plan of Department of Immigration and Citizenship of Australian Government, with specific analysis of internal and external situation, we can get our mission, then we endeavor to find methods to achieve these missions.
4. Strategic direction
This is the core of a strategic plan, which provides a road map for the organization. Based on the information of NSW Health’s ICT plan, we can know that this part will give out a guideline of operations to accomplish our organization’s mission.
5. Implementation
In the process of implementation, many factors should be also considered, such as departmentalization, human resources management, procurement management, etc. ICT plan of Department of Immigration and Citizenship of Australian Government is very helpful to us, which provides us some information about systems for people, technology opportunities, security environment, etc.
(1) Due to the continually changing in circumstances, both inside and outside the organization, the internal and external analyses are such great sections to take in account. In my opinion, the SWOT analysis is quite similar to these ones because it accentuates on both the external and internal observation and analysis as Buhalis (2003, p.48) suggested that the SWOT analysis depicts the internal performance and procedures as well as the problems and advantages found as the external parts. Thus, we might take the SWOT analysis into consideration, as another alternative writing form.
ตอบลบ(2) The mission statement should be included in the ICT plan as you suggested. As I indicated in Phobphison’s blog that the mission communicates the company’s goals and the vision contains the guidelines to direct all staff to perform in the same direction in order to attain the company’s goals.
(3) Strategic direction should be put in our plan as you said because it contains strategies that staff will comply with in order to achieve the company’s objectives. But I prefer the Goals and strategies’ establishment of University of Wollongong than the NSW Health’s since it is illustrated in the form of table which can easily read and understand. Furthermore, it clearly shows the detail which comprised of objectives, strategies and performance indicators in the table form.
(4) I totally agree with you in placing the implementation to our ICT plan. According to Buhalis (2003, p.48), the implementation is made in order to answer the question “how do we achieve the company’s goals. And in the Department of Immigration and Citizenship of Australian Government’s ICT plan, I found out that its implementation can be used to be a guideline for writing our own ICT plan. Here are some attractive ideas which can be used in our company:
- Systems for people:
1) Treated all clients in the same patterns; no discriminations
2) Developed client-related information records.
3) Enlarge product and service quality
4) Improved services’ potential
- Evolving technology opportunities:
1) Technology should support cost-effective business processing.
- Global economic environment:
ICT systems must be delivered in an efficient and cost effective manner as we work to achieve our strategic outcomes with fewer resources.
- Clients-meeting and exceeding our clients’ expectations:
1) Provide tailored and responsive services that meet the needs of a diverse clientele.
2) Present clients with clear, consistent and accurate information.
(5) Without the performance measurement, we will not know whether the activities all staff perform during each work period achieve the ompany’s goals. Therefore, it is recommended that you add the feedback and control section into the ICT plan in order that this stage will assess the performance of the company and the results shown here will help us find the solution and improvement in our procedures, also response to serious situations we face.
1. Internal and External analysis is good for company, but you should add more detail for example, SWOT analysis and Five force model. Micheal E. Poter(1987)mention that Five force model are consists of

- Power of suppliers
- Threat of substituer product.
In my opinion, There two medel is very useful for situation analsis stage.
2.Mission statement. If you identify only missioin, It will insufficient for the company, you should add Vision stage due to be the guideline and direction for the company.
3.Strategic direction from NSW health's ICT plan is a good plan but it is not appropriate for the company. I think Strategic plan of University of Wollongong is more suitable for the company.
4. You should add measurmet stage to you ICT plan in order to check all strategic plan is success of not.
I really like the ICT strategic plan of your company. It basically started with the internal then external because Buhalis (2003) suggest that we should know where are we now as the first step.
ตอบลบI think it will be more advantage to the company if the company started with understanding of itself then understanding the surrounded environment as you mentioned in your second step; External analysis. For your third and fourth step are also followed in a good sequence. However, I strongly agree with Khun Pinai that we suggest you to add vision together with mission because they should come together as a clear guideline and direction to your company.
I also agree with Ms. Chanchotsatian that the performance measurement is one of the important factors that you should concern about in your ICT plan. It is not useful only in case of you want to know how do you know you get there (Buhalis 2003) but also provide you an evidence to promote your staffs if they have a good performance as their rewards. Quinn et al. (2007) mentioned that managers should sometimes reward their staffs to motivate working environments. It can help you to increase the productivity.
I also suggest you to have “strategic response to key challenges” which provides you to handle with expected and unexpected situations. It will give you a good preparation to face with any change. You can see more detail in the NSW Health’s ICT strategic plan as it was also in your reference.

These analyses consist of strength, weakness, opportunities and threats, which can make me understand my organization more clearly. And these information are the basis to run a organization successfully. Together with the Five Force Model (Micheal E. 2. As Pinai suggested I should combine mission and vision together, which can provide me a more specific guideline. Because that a mission statement is just a brief description of my company’s fundamental purpose. But a vision statement can describe a picture of my company in the future, it is a framework for all my strategic planning. I will consider your suggestion carefully. Thank you.

And the control and feedback section should also be employed in the plan in order to assessthe company's performance asnd as Phobphison gave the intersting reasin that it will be a good way to give rewards to the employees.

ตอบลบI will use the SWOT analysis instead of internal and external analysis. The SWOT analysis consist of contents and details than the internal and external analysis, which can provide me a more comprehensive understanding of all the aspects before running a business.
I will add Future Analysis to my ICT plan. It can make me make preparation beforehand. When emergencies happened, I can confront with them without less anxiety.
All the Control and Feedback section will be included in my ICT plan. As you said, it can provide me a useful method to measure the staff’s and the company’s performance.
